What is new?
The Norwegian Parliament has decided that all requirements for being granted a permanent residence permit must be met when the police or UDI make a formal decision in your case.
This applies to all applications submitted to the police after 1 September 2025.
Exception: Financial support requirement
You can meet the requirement to financially support yourself either when you submit your application to the police or at any time before the formal decision is made.
What does this mean?
This means that you must meet all the requirements for your application when UDI or the police make the formal decision, such as the requirements for your current residence permit.
For example, if you have a residence permit as a skilled worker, one of the requirements is usually that you are in full-time employment. To be eligible for a permanent residence permit, you must still be in full-time employment at the time of the decision, even if you met all the requirements earlier in the process.
If you no longer meet the requirements at the time of the decision, you will not be granted a permanent residence permit.
Wait to apply until you meet all the requirements
If you do not yet meet the requirements, you should wait before submitting your application. You can apply to renew your current residence permit until you meet the requirements for a permanent residence permit.
