The fact that Bulgaria and Romania become part of the Schengen area means that stays in Bulgaria and Romania from 31 March count as time spent in the Schengen area for those who can visit Norway without a visa and with a visa.

Residence permit or D visa from Bulgaria and Romania

As of 31 March, you can travel throughout the Schengen area when you have a residence permit or D visa from Bulgaria or Romania.

This also applies to residence permits and D visas issued by Bulgaria and Romania before 31 March.

Visitor visa (C visa) from Bulgaria and Romania

From 31 March, Bulgaria and Romania can issue Schengen visas (C visas) which can be used for travel throughout the Schengen area.

Visitor visas (C visas) issued by Bulgaria and Romania before 31 March cannot be used to travel in other Schengen countries.

Border control

From 31 March, there will no longer be border controls between Bulgaria, Romania and other Schengen countries for flights and sea journeys.
