If you are a Norwegian citizen, you can get a national ID card with the right to travel, which can also serve as a travel document (in the same way as a passport) when you travel to EEA countries and Switzerland.
As of 1 April 2025, foreign nationals who are EU/EEA citizens (from a country within the EEA or EFTA) and have a Norwegian national identity number can apply for a national ID card without the right to travel. For further information, go to politiet.no (external website).
You must book an appointment with the police to apply for a national ID card (external website) in the same way as you apply for a passport.
